The title of an Al-Jazeera article released on April 15, 2012 is “UN approves ceasefire MONITORS for Syria” (Web-site/URL: http://www.aljazeera.com/news/middleeast/2012/04/201241415291219636.html).
“The UN Security Council has voted UNANIMOUSLY to deploy the first wave of military observers to monitor a ceasefire between the Syrian government and opposition fighters”. “unanimous” agreement is something that we HAVEN’T had for a long time.
“The vote on Saturday (April 14, 2012) marked the first time UN diplomats on the council all agreed on a resolution since the conflict began more than a year ago (2011)”. Again this is typical of POLITICIANS. They EXTREMELY RARELY “all agree” on ANYTHING.
“It calls on both sides to IMMEDIATELY (?) “cease all ARMED VIOLENCE in all its forms“. The resolution calls for the deployment of an advance team of up to 30 UNARMED military observers to initiate contacts with both sides and begin to report on whether there has been “a FULL cessation of ARMED VIOLENCE in ALL its forms by ALL parties“.The Syrian government will surely use this as another PROPAGANDA tool because Syrian government officials, especially Foreign Ministry spokesman JIHAD MAKDISSI, insist that all the violence and chaos has been/is being caused by TERRORISTS/ARMED GROUPS/ARMED GANGS. Also, POLITICIANS RARELY, IF EVER do things “immediately”. They always DRAG THEIR FEET. On top of this, these “military observers” are UNARMED so again, IT’S HIGHLY UNLIKELY that they can do anything/achieve anything MEANINGFUL.
“The council said it intends to IMMEDIATELY (?) establish a larger UN supervision mission after consultations between Ban Ki-moon, the UN secretary-general and the Syrian government”. Again, POLITICIANS RARELY, IF EVER do things “immediately”. They always DRAG THEIR FEET. “Deployment of a larger force will be “subject to a SUSTAINED cessation of armed violence in all its forms by ALL parties“. This is clearly NOT happening.
“Annan called for speedy deployment of UN monitors”. Again, when was the last time POLITICIANS did anything “speedily?” “His spokesman, Ahmad Fawzi, said in Geneva on Friday (April 13, 2012) that an advance team of “around 10 or 12” observers, that could quickly be increased to 30, was “standing by to board planes and to get themselves on the ground as soon as possible” once the Security Council approved their deployment”. This will take time and will also of course depend on CONDITIONS ON THE GROUND.
“The first five or six UN ceasefire monitors will be in Syria on Sunday (April 15, 2012), a UN peacekeeping spokesman said”. This spokesman, Kieran Dwyer told AFP news agency” “IMMEDIATELY (?) [after] the Security Council passed the resolution today (April 15, 2012), we had five or six military observers getting on a plane. They will arrive in Syria probably tomorrow (April 16 2012)”.
“Bashar Jaafari, the Syrian UN Ambassador responded to the resolution by first citing the capture and confession of two Syrian youths hired to commit crimes as examples of ARMED MILITARY GROUPS in the country”. “armed military groups”. HERE WE GO AGAIN.
“He then AFFIRMED SUPPORT (?) for Annan’s six-point plan”. “While we feel that this resolution WAS NOT balanced, Syria affirms that it is in its interest to guarantee the return of security and stability to the country. We hope that the countries who abide by this resolution would implement it practically and would not send lethal or non-lethal aid to THE TERRORISTS and THE ARMED GROUPS“. Again, NOTHING NEW THERE. On top of that, this certainly DOES NOT sound like “(affirming) support for” PEACE. Jaafari is still talking about “terrorists” and “armed groups”.
“in a statement signed by its leader Burhan Ghalioun”, the Syrian National Council (SNC) said: “We express our WELCOME of the decision. WE ARE READY to act to make the Annan plan a success“. WILL THIS ACTUALLY HAPPEN? Also, “We are ready to make the Annan plan a success”, but OTHERS MAY NOT BE.
Finally, “In the debate on the resolution adopted Saturday (April 14, 2012), Russia submitted A RIVAL TEXT to the US and Western-backed draft, and RAISED QUESTIONS on Friday evening (April 13, 2012) about the final draft” AS THE RUSSIANS ALWAYS DO. “But Vitaly Churkin, Russian ambassador (to the UN), said before Saturday’s (April 14, 2012) vote that his country “was SATISFIED” and would vote “YES“, but how long did it take us to get to this point? THIS IS CLEARLY A CIRCUS.
To conclude, again, these “ceasefire MONITORS” are only SYMBOLIC. IT’S NOT AS IF THEY CAN STOP THE SYRIAN ARMY‘s KILLING FEST.
